Measure 101: More taxes
In January, Oregon will determine whether to implement new taxes on both healthcare providers and insurance companies to fund our expanded Medicaid program. The legislature passed these taxes in a highly partisan and controversial vote. Now this decision is in the hands of general voters. Should Oregon add new provider taxes to fund Medicaid? Are there better methods of funding Medicaid? Can Oregon cover expanded Medicaid without new taxes? Our panelists will debate these issues and others.
Moderator: Jeff Mapes is a senior political reporter at Oregon Public Broadcasting. He previously covered state and national politics for the Oregonian for nearly 32 years and before that was a Washington correspondent for Scripps League Newspapers. He has covered numerous presidential, congressional, gubernatorial and ballot measure campaigns, as well as many sessions of the Oregon Legislature, stretching back to 1985.
Felisa Hagins is Political Director of the Service Employees International Union Local 49, representing private sector workers in health care, property services and manufacturing in Oregon and SW Washington. She also serves on the Oregon Health Policy Board, which oversees health policy in Oregon. She has worked on presidential campaigns, legislative campaigns and local government in Oregon and other states, focusing on health care, commercial real estate, and worker’s rights.
Julie Parrish is State Representative from House District 37, representing West Linn, Tualatin, Stafford, River Grove, Durham, and Marylhurst. In the Legislature, Julie serves as Vice-Chair on the House Veterans Affairs committee and as a member of the House Education and House Transportation and Economic Development committees. She has also served as Deputy Leader for the House Republican caucus. She currently owns a data and online media company, PIP Communications.
Cedric Hayden, DDS, is a dentist and State Representative from House District 7, representing Eastern Lane and Douglas Counties. He serves as Vice-Chair for the House Committee for Health Care and as member of both the Early Childhood and Family Supports committee and the Ways and Means Subcommittee on Human Services. In 2007 he founded Caring Hands Worldwide, an international public health charity for those without access to dental care.
Jessica Adamson is Director of Government Affairs of Providence Health & Services in Oregon, our state’s largest private employer and health system. She has held senior staff positions for Democratic and Republican legislative leaders, including three former House Speakers. She previously worked as public affairs director for Associated General Contractors Oregon-Columbia Chapter and as a Senior Associate at CFM Strategic Communications.
